Flakiness review: Isolated/flaky failures in master branch

An isolated failure is a build failure that is neither a member of a contiguous run (multiple consecutive commits failing with the same job) nor a multi job failure (same failure pattern across multiple jobs in a single commit).

Such a failure is additionally recognized as flaky if a predefined log-scanning pattern tagged as "flaky" has matched the build console output. Failures on the master branch are a "training" dataset that should be used to refine the set of flaky patterns to be used on PR builds.
